1.Līdzdarboties Saulkrastu un Limbažu novadu ilgtspējīgā attīstībā, dabas un kultūrvēsturisko vērtību saglabāšanā un iedzīvotāju dzīves vides kvalitātes uzlabošanā, kā arī labas pārvaldības principa īstenošanā Saulkrastu un Limbažu novadu pašvaldības, valsts iestāžu un iedzīvotāju attiecībās;
2.Veicināt dialogu starp iedzīvotājiem, pašvaldību un valsti par sabiedrībai nozīmīgiem jautājumiem; 3.Veicināt iedzīvotāju līdzdalību svarīgu lēmumu pieņemšanā; 4.Veicināt sociāli izstumto sabiedrības grupu iekļaušanu sabiedrībā un lēmumu pieņemšanā; 5.Veicināt un organizēt informācijas apmaiņu un labas prakses piemēru pārņemšanu. |
